Proposed Plan of Action
Considering all of factors discussed, we have put together a loose plan and implementation ideas that we think will considerably help conserve water use in the city of Denver.

We believe these theoretical actions will positively impact Denver, in that the increasing demand as Denver grows will be more easily met, and water will not be squandered.
The Colorado Water Conservation board, and Denver Water are the stakeholders that we perceive to be the most effective in coming up with programs (both current and potential) to incentivize, promote, and reward sustainable water supply practices.
